That means his chest was still season 3. As last weeks weekly cache was still season 3, blizzard said so as such.
The weekly chest you opened up today is the first season 4 chest. Like does ANYONE read patch notes?
If he opened it up today and got the season 3 430 cloak, it means he did not open his chest any time last week. That is on him, not blizzard.
Also Timewalking dropped weapons during all of Legion. Timewalking is a way to gear up alts, but also level them up (provided they are high enough). Therefore things like necks, cloaks, helms, shoulders and chest still have to drop. Why should someone who is leveling be denied potential neck and cloak upgrades because you complained about getting them at max level?
Timewalking is not a max level only event. Anyone who is level 101 or higher can do this weeks timewalking event.
And yet the only key you have done so far this season according to the wow armory is a 2 shrine of the storms. And wows armory updates every time you log off.
Stop making things up because you got proven wrong.
If you are going to make up falsehoods, at least see if people can easily fact check it beforehand.

What made you suddenly think that time-walking was not going to give you loot that was valid when those dungeons were live content?
When you go into time-walking dungeons or raids, you are getting loot from those dungeons, as if you were back running them when that expansion was current content. The only difference is that they scale up.
So yeah, if a boss has a cloak on its loot table, you’ve got a chance at getting a cloak. Same with the amulet. This is how time walking has always worked since it was introduced, and they’re not going to introduce custom rules just because you have a legendary cloak or an artifact necklace. During Legion we got weapons from time-walking, even though none of us needed weapons because we had artifacts.
Get over it.

430 cloak? that sounds wrong. He might have not opened his 8.2.5 cache until today. A +2 doesnt drop 430 loot on the weekly unless is from last season.
Im not saying they should. I just think there should be a better filter or itemization in place for that kind of thing. I mean, cmon, 3 cloaks in a row…? Thats a bit…ehhh
