Human rights exist independently of government, and governments violate them all the time. If you are lucky, you live in a place where our best estimation of human rights is written into law. These are simply called rights. When a government violates human rights (which tends to be a pretty obvious thing when it happens, despite human rights being an ideal more so than codified), it’s an assault against humanity.
No obviously you don’t think a Chinese person is their government. I’m also not saying you shouldn’t criticize their government just because there’s a racial element at play.

You just have to form prejudices against them.
There is a difference between saying “I disagree with Saudi Arabia’s (as a political entity) domestic policies on women’s rights” and “Saudi Arabia (as a nation) hates women”.
