Infernal Brimstone is normally a quest reward for Mining WQs for killing one of those big wandering infernals. It is not bound so it can be bought and sold like any other mining material. If there is none on the AH you might want to ask in Trade, most Legion miners probably have a bunch lying around because they weren’t used for much.
