I don’t think it can be, otherwise Saurfang would have had it used during the War of Thorns.
It can only be fired if the plot demands it. The same reason why nobody thought of the Vindicaar in the War of Thorns.

That’s because the Vindicarr isn’t the planet smashing monster you seem to think it is. Having seen it in action, it’s not very impressive
