With the new HH mount system will the Big Love Rocket mount be the same?

I’m not calling it that other name because it was a unnecessary name change.

Love Rocket was changed last year to a higher dropchance on first kill of the day. Is the HH mount the same?

Higher drop chance when using affixes is an interesting idea. I kind of like it because it makes you feel a little more in control. Hoping I get Arfus today!
