The devs wanted (and I'm sure pretty much still want) flight to be completely unavailable in all new zones. The players want flight as soon as they reach max level, or in some cases sooner. Pathfinder is a compromise, it's practically the definition of a compromise. Which doesn't make it a good situation, but it's still a compromise. Many compromises, like this one, suck.

Compromise requres:
Agreement to negotiated fixed terms to settle a dispute.
There was no agreement
There was no negotiation
There are no fixed terms (in fact, we don't even know what those terms are yet.)
Pathfinder was a unilateral solution to a "problem" created solely by Blizzard. That problem btw was their idiotic attempt to remove flight from any future expacs.
All they've done is shoot themselves in the foot.
If Blizzard thinks servers are empty now, March 2019 doesn't look much better.

Yeah I have such a hard time even seeing me playing for another month or two unless something spectacular happens(which is very unlikely). At least allowing me to fly makes leveling more fun... and grinding the wqs less tedious and time consuming.

A compromise is negotiated and agreed to. Pathfinder was imposed on the players. It wasn't a choice, it was a punishment for daring to revolt and quit in droves. Nobody that was upset with flying being removed wanted to wait over half a year and jump through a bunch of stupid hoops to get flying.
Pathfinder is control, imposed by petty devs who couldn't kill off something they saw as an obstruction to their narrow minded game design goals.
Flying was never an issue until Blizzard made it an issue.

Whoever the hell is in charge of bringing on new people should've pulled their heads out of their butts and actually considered their customers. Don't add flying then bring in new people who donât like it.
Flying should have been with part 1. No part 2 needed since you literally have to play the game for part 1.

They can't quite do that. But what they can do is try to drive away as many customers who hate pathfinder as possible, thus increasing the percentage of players who either like pathfinder or have a pathological aversion to flying in a video game.
Of course subscriptions will drop. But of course it will be worth it, right?
The fact that they need to put so many toys,whistles,portals etc etc in the game to sate the masses until they add flying is rather telling in my opinion.

I mean, having pathfinder is better than not flying at all but jesus christ why implement it a year into the xpack?. I'm already tired of traversing the zones on foot. The devs should've known since TBC that people wouldn't settle by traveling exclusively at ground level ever again.

Once again not allowing flying till late in the xpack is a mistake. trying to keep people grounded as long as possible without a riot is a bad idea. I get that people like me that are making their way slowly through the xpack will be left out if you implement flight sooner, but still i would rather you not wait till the expansion is half over or more to release it.

It was absolutely punishment. People were super pissed at the bait-and-switch at WoD launch and the devs got butt hurt over it and added an onerous series of requirements to lock flight away.
