Between the eyes crits in PvP

I know crits are weaker in PvP, but this feels off. Between the eyes is supposed to do x4 damage when it crits, but in PvE I’m consistently hitting 80-90k crits, in PvP it’s 16k crits. On healthpools now getting up to 250k+ this is pathetically low. Whats up with this ability? Is it just capped out at a 150% crit like every other PvP crit?
