my hot take is that from about Cata to Legion blizzard artists had a contest to see who they could humiliate the most into thinking ‘really ugly’ is ‘prestige’ between raiders and PvPers, with the PvP set art team winning most often.
I use the red hood i got from the Trading post with the red armor.

i feel confident in stating both brands of Orcs and Humans.
Human warrior / paladin in their red heritage set is fire.
Either Orc faction hunter shaman look like peak fantasy for that race across the spectrum my guy…

If I could, I would everything Vulpera.
After playing female Gnomes forever, and hating playing female characters, I love having a small male option that doesn’t look like Blizz was trolling players.

I was going to go one-by-one, but realized most of them are “just fine” to disappointing. The only ones that doesn’t stand out that way to me are Orc, Tauren, Blood Elf, and Mag’har Orc.
BEST? Mechagnomes. It’s literally the only armor set that works with them as an ensemble.
Favorite: Mag’har orc.

if it at least came in all three of the colors of their barber shop armor plating I might give it to them but as-is it just feels underbaked imo

Goblin set is the best… everyone needs a shoulder mounted rocket. I kinda like Mechagnome, but it only works for some classes, imo. gnome is also only good on certain classes. I’m actually kinda a fan of human, but don’t really think I can call it “best”… it’s just really… “neat”

Dark Irons and Mechagnomes, and then probably Zandalari imo.
Human: Because despite being a third version of the footman I really like the elite style to it.
Orc: Because we finally got wolf pelt armor at last and you feel like a Elite Orc Warlord Champion.
Dwarf: Because of the iconic feel of Warcraft 3 vibes of the mountain lord/king.
Troll: Same feel of the Warcraft 3 Vibes and really love the elements of being a Shadow Hunter.
Night Elf: Again Warcraft 3 but something that Night Elves finally got was the Archer feel and feather chest armor and shoulders that is night elf related.
Tauren: Best looking armor set ever specially since it gives chieftain vibes from Warcraft 3 and a totem back as a reward.
Gnomes: Really love the Tinker outfit for the Gnomes.
Undead: Give me some Warcraft 3 Cultist vibes from the Scourge despite having no robe but atleast it looks pretty awesome for the Forsaken.
Draenei: Couldn’t be more happier to see a Concept Art ingame for the Draenei since TBC.
Blood Elf: 10/10 Spellbreaker Armor 100% The Best for Blood Elves.
Allied Races:
Dark Irons: Best Unique Outfit for them.
Kul’tirans: What can I say best outfit captain for Kul’tirans from Kul’tiras.
Mag’har Orcs: Best Elite Grunt Armor ever wished the Regular Orcs had that.
Lightforged: Best Draenei Unique Outfit.
Zandalari Trolls: Aztec Vibes are unique and amazing for the Trolls.
Nightborne: Best Dark Elf Highborne Armor Set ever.

void elves is banging and you can do a lot of tmog variations with the wings/belt without it being “samey” as a full set andy

Pandaren have the best one, but because you all haven’t seen it yet I will change my answer to Tauren. They get a totem on their back!

I like most heritage armors as parts to mix and match with other stuff rather than as just one set.
