I would suggest heavy use of mouseover macros, a mouse with 12 buttons on the side, and set up action bars with 1-12 and SHIFT+1-12, and alt if you can manage it.
Left hand can then be just strafing/fwd/back, space bar, and shift and/or alt.

I’ve debated using my HOTAS foot pedals for something, but never got around to setting it up.
I would recommend getting a mouse like a G600 (my favourite) or Naga where you have 20 programmable buttons on your right hand. It will let you free up your left for less intensive tasks like navigating. It wouldn’t work well for melee but healing with a Druid or a Priest should be easy.
Actually it works well for everything IMO. But I do also use E, R, F and modifers with those as well as 9 side buttons on the mouse.
You should get a 12 button mouse, park those three fingers on control, alt, and shift. 48 buttons for you to use!
