Final Verdict hits for up to 20k, rarely do I see a kill shot exceed 10k. Final Verdict sets up kill through your rotation. Kill Shot is just another button to push that doesn’t feel impactful.
FV only actually hits for ~11% more than Kill Shot baseline; most of that comes from setup. And across 8 GCDs in total, I’d certainly hope it hits for significantly more than KS.
By all means, though, ask that Hunter be entirely revised to a CP-based builder-spender system? /shrug
You’re not going to see the likes of an 8-GCD payoff (as per FV’s) off a design like Kill Shot and it’s pointless to ask that Kill Shot somehow gain the prior’s potency without its design (and likely Hunter’s surrounding skills) being changed in all but name.
If the name so offends, it’s better to be rid of it than twist the spec around some name-appropriately empowered version of it.
8 globals, you are high… it is in a normal rotation except you pop Seraphin first. 1 global off of normal rotation. Everything also a Pally uses to pump it is off of GCD. Wings, Trinket.
I am suggesting that a Hunter doesn’t play like a Pally and doesn’t have “set up” and needs a little more punch to keep the defense on its toes. We basically play as a ROT class right now with consistent DPS. Only difference is we only pressure a single target unlike a lock that presses The whole team and also as burst potential way higher then hunters.
I just want Kill Shot pressure to be higher as well as Beastial Wrath to be a CD the the other team needs to respect.
A fully empowered FV requires Seraphim, a spender that does not make it a mere extra global, an earlier FV/TV per Righteous Verdict, and the FV itself, for a total of 9 Holy Power. That averages, including the two FVs themselves, some 8 GCDs between AoW procs and whether one has WoA available.
Short of that, again, it’s only 11% more raw %AP. Its being magic damage avoids at most some would-be 32% mitigation from non-tanks. Wings, meanwhile, adds only 5% more damage than Bestial Wrath does. Without that setup, FV does at most some 54% more damage than Kill Shot not double, despite costing the equivalent of some 60 Focus in place of 10.
See how those don’t match out? You had to spend at least 3 further GCDs just to get in that position. Even getting a 5-HP DT off Ringing Clarity, it takes at least 8 GCDs to fully afford.
Kill Shot, on the other hand, is Focus-neutral or even Focus-saving. It requires no banking, because Hunter’s core mechanics simply have nothing like that outside of perhaps Mongoose or Volatile Bomb in AoE.

Bumping this with a new thought, since BM is supposed to be the “Master of Beasts,” would it be too much of a stretch to allow BM (maybe on a 1-2 min cd), to automatically dismiss and summon a different pet? Basically, if you currently had Pet 1 out, you could click “Call Pet 2” and Pet 1 would run off and Pet 2 would run in. It’s a small thing, but it could have use in PvP and some niche PvE situations if you wanted/needed multiple pet abilities (some pets still have unique abilities for their race.) This may seem unnecessary, but I think the spec needs a bit of flavor to differentiate it from Survival (which currently looks like BM crossed with an engineer, at the moment)

Granted I’m not a PvP’er, but I would question the level of usefulness provided by a change/addition such as this one.
What is it specifically that you think is needed/would help BM hunters in a substantial way with this?

I mean, yeah sure. Although I fail to see how this change would do much to take care of that problem.
If anything, I would argue that they should revisit what they actually intended for MSV when they first set out to create a melee-focused hunter spec. They should focus on how to make melee a proper main focus, which they can build upon for the rest of the spec, rather than now where it’s essentially something that by large only serve to provide conflicts with the spec and the class as a whole. Conflicts they tend to overlook just because they’re all “we made a melee hunter spec so it needs to have something there for melee because we say so…”.
Anyway, the base of BM is okay’ish(see the OP for what I want there). The problem is that SV copies a lot from BM, rather than focusing more on it’s own identity. Which again is incredibly ironic considering the reason they used as an excuse to remove RSV in the first place; that being how RSV was apparantly “too similar to MM”.

Beast Mastery name should be changed to Beast Versatility.
All that really needs to happen is some better aoe. And this is an easy fix. Just add a powerful bleed effect to beast cleave. And because Chimera Shot is a Beast name make it baseline to BM for smaller cleave. Done.

Guess that depends on how you look at it.
Even for AoE, I would say that BM needs a few more thought-out options to choose from, incl talents.
To me, though, BM is in need of a somewhat bigger set of changes as several elements of the spec are severely lackluster, both damage-wise, as well as their mechanical implementation. One easy example is what they did to Dire Beast, going into BfA. If people wanted something like Barbed Shot, instead of Dire Frenzy, fine, but why remove the option we had to choose between two different approaches to the fantasy/theme?
