Transfusion is Blood themed word, and ability.
It doesnt make sense that Blood doesnt have it, but Frost and Unholy do.
Not only that, Transfusion by itself would solidify BDK as a playable PvP spec with no tuning adjustments required.

I agree, the spec needs it.
I normally play frost in pvp but yesterday night I tried blood in a random BG, and I managed to do over 600k dmg and 1M healing.
I was not able to survive 1vX as a Guardian druid can, so having transfusion will be a good addition to the spec. After all, it’s a blood-theme talent.
I was thinking Blood DKs wanted damage
Transfusion would add DPS.
