I was gonna say… premades, groups of guildies, community groups would all have a field day with any “harsh” penalty… “what could possibly go wrong?” 
The solo/casual player, the type of player random BGs are intended for, would be screwed and have no recourse from said false reports. Deserter is a casual punishment for a casual form of content (LFR, BGs, LFD, etc), so it makes no sense to make it “harsh”. Fortunately the devs agree and have ignored these emotional/illogical whiners, otherwise they would’ve done something by now.
I swear, these are the same types of players writing the “please punish M+ leavers!” threads on here… in both cases they can’t seem to wrap their head around the fact that most people don’t want to waste their time with bad players in an unsuccessful group. It’s as simple as 2 + 2, but they just can’t seem to grasp the concept
