Yeah I was running the place on all the difficulties on like six Horde alts, I tried that first because I didn’t want to wait 30minutes for a soft reset if I didn’t have to, and lo and behold.
Also, I discovered this week that you don’t even need to do a reset and can get the RP to trigger by running around a bunch, but the time it takes to get it to work probably takes longer than just resetting instances. I can’t figure out what it is that causes the RP to finally trigger, but I had 100% success with that this week running out of the boss area, and then back in all the way to the mole machines, and back out, and repeating that until it finally worked. It takes so long but eventually it worked every time. I suspect it is waiting out the time of the cut scene regardless of whether you skip it which is part (or all?) of the delay, but I’m also not sure if there’s a particular place you need to run to trigger it because I was just doing a bunch of loops while I fiddled.
But if anyone feels like doing the science, you can also try that.
But yeah Reset All Instances always works and works immediately.
