I suspect that Shadowlands will be defined by Covenant vs Covenant PVP.
It’s imagery definitely borrows from a heavenly feeling, but I don’t think anyone ever claimed that it is such a place. Now, from what I understand it, it is a place where “good” people go, and it shares little relation to Valhalla.
Shadowlands just seems like a pretty militaristic place, perhaps it’s a recent development due to anima shortages.

Then what is the whole point of picking a Covenant allegiance?

So far the covenants seem pretty aggressive against each other, so choosing a covenant is like choosing which faction you’re willing to work with in the shadowlands. There could be other reasons why it’s restricted, but maybe one I can think of is as the expansion goes on it could be we could choose two or more covenants as more come out with the patches.
Cause shadowlands is broken and they are all starving of souls
From what I heard, even the maw is for people who were “dangerous”. The different spots do seem to be based on the “kind” of life you lead, but are not a “good v. bad” judgement.
Arbiter also sends souls to the Maw that are irredeemable.
Torghast is specifically the section of the Maw that is for souls that are a threat to the Shadowlands.

To be cast into the Maw is to be doomed to a bleak eternity. it is a tumultuous, hopeless land where the vilest souls in the cosmos are imprisoned forever. Should the ancient evil chained here break free, all of reality will be consumed.
At first I was thinking it would be a case of us going to recruit these four groups to fight against Sylvanas and the Maw. Maybe it still is that in a sense, but now we have some intrigue knowing not all of these groups are exactly nice.
Kel’thuzad didn’t make it in there, he’s in Maldraxxus. Kael’thas didn’t either. If two dudes who were infamous for betraying their people to near extinction isn’t enough for the Maw or Torghast, just what does it take to get sent there?

This horrific prison houses the most vile and irredeemable souls in existence—ones deemed by the Arbiter to represent a threat to the Shadowlands if left free.
Kel’Thuzad’s intentions weren’t really to betray his people, just to make them undead and serve the Lich King. Kael’thas we’re going to spend a lot of time with learning why he could be redeemed.
The Arbiter is almost certainly crooked. Who decided she gets to judge anyone’s soul hmm?

So the irredeemable Souls are also ones deemed a threat to the Shadowlands by the Arbiter.
Souls that stubbornly refuse redemption in Revendreth are considered a threat too according to broadcast text(https://www.mmo-champion.com/threads/2543867-Shadowlands-New-Broadcast-Text-Build-9-0-1-33978
) though it seems the ruler of Revendreth decides who gets sent there and we all know he joined the Jailer…
Arthas was considered a threat as was Sylvanas.
The Arbiter deemed that Sylvanas was unrepentant(she even willfully abandoned her Forsaken to what she saw as certain death to kill herself) to the point where she’d threaten the Shadowlands eventually.
Arthas before he lost his Soul didn’t commit nearly as many atrocities as Kael’thas did so said Soul should only be in the Maw for being a threat:
Kael’thas attempted to genocide the Draenei for making off with the Exodar and had razed the Kirin Var village. After being healed by a Fel crystal he wasted no time in betraying his people and draining Anveena to summon Kil’jaeden to wipe out all life on Azeroth.
Kael’thas was given chances by the Venthyr despite the Venthyr’s own corruption to mend while Arthas was thrown into the Maw despite not doing anywhere near as much evil while he still had his Soul…
Arthas of course had a variant of Kael’thas’s problem that the Venthyr mention: being too stubborn.
Of course in Arthas’s case it’s not a stubborn refusal to believe he is wrong but a stubborn refusal to leave things well enough alone(he ignored Muradin’s warnings not to take up cursed weapons, the Death Revenant’s warnings about Frostmourne and Medivh’s warnings to flee).
He is far too rash and stubborn for the Shadowlands’s safety.
Kael’thas was sent to Revendreth, which is just another type of hell. The Maw isn’t the only “punishment” afterlife. He’s just not considered a cosmic threat enough to be sent to the Maw.
I don’t understand why Kel’thuzad ended up in Maldraxxus over Revendreth or the Maw though.
