As far as I know GMs never check what someone is doing when taking action or responding to a ticket–many instances during a raid where a GM has responded to my ticket.

As has been stated review of reports take time and the action is put out once it is deem warranted–IRL just because someone is part of a big project at work if the evidence is there to arrest them it will happen at law enforcements convenience, not yours. Yes, I know this is a game but punishment is not convenient no matter the forum and the offenders actions are what caused trouble for the others, not the ones enforcing the rules.
