Bad evening lag, seems to be WoW-specific?

I’ve been getting consistent bad lag and packet loss between ~7:00pm and 10:00pm EST every day ever since phase 5 dropped. On the Grobbulus RPPvP UsWest server and playing from Ottawa, Can. Here’s a WinMRT scan (hope I did it right). I also have some screenshots I can’t hyperlink, but they range from 806 to 3209 MS, which needless to say is pretty unplayable. Any ideas?

Edit: no one else at my house is experiencing this problem, nor am I with any other websites or games. It’s just WoW, as far as I can determine.

This is likely a TekSavvy issue, which is also showing a 208ms ping response in the test. You’ll want to chime in here:
