Azerite Armor < ilevel 340 should be vendorable

Since Azerite armor < 340 will not yield any Titan Residuum in the scrapper, it should still be able to be sold to vendors for gold.

If the intent was to get players to scrap Az armor for titan residuum it doesn’t make sense to not allow Az armor to be sold if there’s zero chance of getting titan residuum.
