The only problem with them being tanks would be that melee would near exclusively benefit from those buffs in the current design. That, and the new Deep Breath would just mean free boss cleaves.

In m+ groups that would be less of an issue given the group size, but raid I could see it being adjusted for by keeping the range of the buff, but making it prioritize whoever is in your raid group, akin to Windfury Totem.
