Atal'Dazar center pack?

Just did an Atal +11 and the center pack with the 2 direhorns that usually pats back and forth was completely stationary in front of the path to the last boss. Is this intentional? Was this a change I didn’t see? We were genuinely confused.

Emissary mobs will change patrols and positioning.
