Because some people don’t care about the current patch. Some people are still leveling. Some people are already bored of the patch.
Anyone can do whatever they want, whenever they want. There is no specific time. No one is on your personal schedule.

Used to be tons of Druids in Suramar and Spires of Arak pinchwhistle botting.
Even a streamer with many players mass reporting tried to get Blizz to do something and instead he just got phased lol
I never saw any in suramar to be honest.
That a normal farming spot but yeah, that is a problem with some of the quests there.
Suramar farming is a mess ,at the time soloing ,it is like ,count you blessing and only those with good gear would get out alive.
They get reported a lot and nothing ever happens.

There’s a cave in Stormsong valley near the horde main camp where a raid team of like 10 boomies have been farming since bfa. They’re still there to this day.
