When folks are generally speaking of pay to win, they are referring to actually buying great items or access to rare treasures from the game maker itself.
I guess you could claim it indirectly, as Blizzard does in fact sell gold from tokens. But in general this wouldn’t be a case of p2w.
[I’m 100% in agreement with you tho, that the carry sales in super low brackets in 2s is extremely cancerous and unfun right now. I’ve been having trouble even getting my healer partner to play them lately.
