I want raid gear to matter, especially heroic gear. There has to be incentive for guilds and raiding groups to even bother raiding.

There are three equal progression paths. M+, Raids, PvP. You don’t need to do all three. Why should those people that do not enjoy raids, be hamstrung on progress, because you do?
