So anyway, there was this boss called Zul. Sub Rogues had a niche that made them highly coveted on Zul and Zul alone, since they could effectively “funnel” damage by hitting multiple targets with a single weak Shuriken Storm to instantly generate five Combo Points and immediately follow up with a huge Eviscerate on the boss alone.
This niche was so effective that Blizzard, in all its infinite wisdom, saw this and was like “this is clearly not what we intended.”
…so they nerfed Subtlety after a couple months of Uldir, didn’t look back, and the spec hasn’t been even remotely decent in any PvE environment since then.
Please, please don’t waste your time with Subtlety in BFA, friend. It isn’t worth it. The spec is more complicated than Outlaw or Sin and does a fraction of either’s damage. Outlaw is incredibly coveted in M+ due to its huge AoE damage and enormous amounts of utility; Sin is an above-average melee spec in raiding that has one of the highest bursts in the game. Subtlety has none of that.
