We don’t know.
It could be to provide a perspective of the Titans from the viewpoint of the Ancients/Loa.
It could be to foreshadow or world build events in a way that gives the writers leeway to rewrite it if fan’s dislike it. “No, see, Elune and Eonar aren’t lovers, and Aman’thul isn’t a jerk, it’s just a LEGEND, guys! Fallible narrator, come on.”
It could be some Dev’s own take on what they’d like the lore to be, without having to be canon.
The book serves no current narrative purpose. You could walk past it, never read it, and the narrative doesn’t change at all.

Krasus states that Cenarius’s mother is complicated.
Night Elves believe Cenarius’s mother is Elune, Tauren believe it’s Malorne’s consort Mu’sha(whom we don’t have sufficient proof of being Elune especially with Xal’atath implying that she is the original Moon Goddess) and Malfurion believes it’s Ysera which is partly verified by Cenarius calling Merithra sister with Ysera treating Malorne like a beloved consort.
Cenarius’s children are Acorns so Cenarius must be the same though how many people whispered into it is unknown.
These Acorns are found in the Dream including the Acorns of the Ancients and since Elune is the sister of the Winter Queen whose Realm of Ardenweald is mirrored by the Emerald Dream that means Cenarius if born from one of the Emerald Dream’s Acorns is thus a child of the Emerald Dream’s creator Elune just as the Ancients are.
It’s been stated since then that Elune is actually Cenarius’s mother, while Ysera is his adopted mother.
All three of them are siblings.
Having love for another doesn’t mean you’re a couple or even interested in being one.

This is an in-universe legend. Just a story the night elves heard and some of them believe. We don’t know if it’s actually true or not. But even if it’s true the way it’s written implies that the love was either not the romantic type, not reciprocated, or not acted on. So, who knows. But…it could explain why one of the pillars of creation was named after Elune and not Eonar. But, as I said, without more actual information (other than legends)…who knows.
I don’t think it’s about power level.
They’re different. One is order and one is life, it’s not a stretch to think they could have great reverence for what the other one is and does.
“Great love” is a blatant reference to romance, regardless of people coping.
