Archaeology level to get Highmountain Ritual-Stones?

What level Archaeology do you need to have before the Ritual-Stones drop? I’m trying to do the current archaeology quest “A New Lead,” and I’ve gone through three entire digsites and received no Ritual-Stones that are needed to complete the questline. The character I’m using has an archaeology level of 58.

I did it on a different character and had no issues getting all of them within three digsites, but that character has an archaeology level of 800+. Is the profession level the issue, or is this just bad RNG?

Started getting the Ritual-Stones after Archaeology level 60, so maybe that’s the minimum?

Edit: Another alt got a ritual stone at only Archaeology level 2, so I guess it was just RNG and you can get them at any level.
