Arcane surge initial hit is not modified by rune of power (that it drops) unless you precast rune of power - this is super annoying for a 2.5 sec cast.
Arcane surge is not modified by icy flows.

Can you spellsteal\dispel the arcane surge buff that gives you your mana back? seems like it would sick in PVP if you could.
