Arcane Charges aren't fun

Reading this in the alpha notes is extremely disheartening:

The “arcane charge climb” isn’t bloody fun! I’ve never once said hooray, i get to spend the next few casts clawing my way back to doing full damage. Just let us do our full damage the whole time. As a factor in barrage damage it at least served a purpose. But they’re also adding arcane salvo as a second factor in barrage damage. So why do we still need charges? Just get rid of them. There’s nothing fun about losing power because we used a spell. Salvo making barrage stronger, cool. Barrage making all our other spells weaker for a few casts, not cool.
