Certainly that isn't supposed to have happened. The port should leave you inside the Horde fortress Argorok and everything should be 120.
Since it is all 60, you are in the old phase somehow. First suggestion I guess is, do you have an unusual buff in your buff list, something like "Timetravelling"? If so, try clicking that off. If not, try heading to the very south side of the zone and look for Zidormi - she is marked on the map with a white speech bubble - she might be able to put you in the correct phase.
The other thing i would try is to fly out of the zone and then back in. Don't fly too high, it has a habit of dismounting you sometimes because it is at the edge of a shared phase.
