Yes however if Master of Warfare was changed to be able to bank multiple procs like you would a thunderblast (up to 2) then yes it would work with Exhil. It’s not like that situation of potential b2b procs wouldn’t be out of the ordinary either due to there being 3x GCDs between each MS cast and with Efficiency buffing Slam’s tact proc rate you’ll regularly have moments where you’re pressing Overpower twice between each MS anyhow.

That’s the whole point being made, we agree that it’s forced nature of it within the execute window taking up excess GCD economy through it by both forcing an additional ability within this window, while also making you want to hit every overpower regardless of it being the better option through opportunist stacks for Slayer or at certain thresholds of Colossal Might stacks while CDRing for your next demolish.

Whether it moves to MS as the proc generator over Overpower or if it goes to empowering MS over slam both of them lead to similar outcomes that don’t end up forcing slam into the Execute phase. Cause right now the way it’s set-up looks to undo a fair bit of the gripes players have about Arms being confusing with 50 different buff states to consider, which goes against what their aim is for the xpac.
Don’t get me wrong I don’t mind caveats on when it’s best to use certain attacks conditionally I’ve played the game long enough that this stuff becomes second nature, but their goal for approachability for new players isn’t being met in this set-up.

In ST we’ve now got OP resets, MS resets, SD procs we’re also adding in a big slam turning our action bars into a damn sound and light show. 2-3 procs is fine and helps bring in a semblance of rng that helps push along the gameplay so it doesn’t stay the same pull to pull keeping the player engaged, but adding a 4th, 5th etc to the point where you just end up turning the spec into Whack-A-Mole is a little bit offputting as you’re no longer planning your next steps as you play you’re just reacting to how the game wants you to play.

Sure in AoE heroic strike won’t need to be thought about at all as it’ll auto send itself whenever you Cleave with Fervor of Battle talented. But the way it’s currently set-up right now still shows me that it’s a decent base and just needs refining.
