I will keep it short and sweet, but I’ve yet to see an Epic Battleground queue pop this entire expansion. I did some questing on a different alt I was leveling and about 5-6 hours in I was still in the queue.
Is this just a none level cap issue or is level 120 not seeing Epic Battlegrounds either?

Probably a non cap issue, as a 120 I get queues no problem, just takes about 10 mins.
Which bracket? If 111-119, you should be seeing games pop earlier in the day, but they dry up later at night due to low population.
[edit] If you are trying the 100-109 bracket there probably aren’t enough people queuing at those levels. JMO, level to 111 and you ought to see games pop, though the queue will be longer than that at max level.
I’ve queued up for it during the day, evening and late a night with the same results. Never had that issue really until BfA, heck even low level AV’s were a shorter queue than regular Battlegrounds of this expansion.
