My recent favorite is Age of Wonders: Planetfall. Reminds me a lot of Sid Meier’s Alpha Centauri. With cyborgs. Endless Legend was pretty good too.
Civ5 had a WoW mod called Civilizations of Warcraft where you could play the different races as factions or something like that.
