For Alliance military intelligence, you might consider The First Regiment.
None are really active right now. Sadly it is a dying concept of people wanting to actually get caught or have consequences so it will be a hard sell unless you want something that is basically only internal guild stories.

Most spy networks I am aware of are operating under non-guilded operations. The ones that are open about it tend to not last long.
That said, the Stormwind Law Project and Stormwind Crown Administration both claim to have SI:7 elements. Whether it’s notable is outside of my knowledge. I’d point you toward a group I run with known as “Special Branch” that’s non-guilded and engages in similar events. Look for a man known OOCly as Northgate.

I’ve always hoped for an IC Community channel to run operations, stealth missions, collect info, clandestine missions, ahhhh. Way back in the day, they were a couple not stealth rogue but made up of warlocks that would use rp mods to have a signal in their descriptions for others to denote they were members, summoning folks, doing secret stuff, on alts as a cover when meeting somewhere. With the communities, creating such a non-guild, anyone could run missions, secret agent group could be stellar and interesting…

Sadly the not stealth rogue RP died, the day Blizzard made that video with the Undead Rogues attacking Saurfang. Ever since every damn rogue RPers been like “SEE THE INVISIBILIES CANNON!”
