I do think Flayed Shot offers the best gameplay - you get a short cooldown rotational DoT, with a proc that you need to react to, whereas Kyrian and Night Fae get cooldowns, and Necrolord gets a longer cooldown rotational ability that doesn’t feel great in practice.
The proc should be adding an extra “proc-exclusive” charge, so as not to interfere with normal Kill Shot usage under 20%.
Other than that, the big issue is tuning, which is easily fixed by either buffing the DoT damage or proc rate. The other problem is that it has no way to compete in M+, but we’ve talked about that to death.
And unfortunately no matter how much we’ve talked about this (as a whole, not just you and I), we still aren’t seeing any tuning done to the ability. Blizzard had a chance to do some tuning this reset, but instead decided to nerf MM and buff Torghast powers.
At least they were thinking of the Hunter class in some way… let’s hope there’s a round of Covenant tuning next reset. Although, I’m not exactly crossing my fingers.
I don’t expect we’ll see anything on Covenants or Legendaries (the big decisions you make for your character) until 9.1, when they will be able to push changes to PTR and give people time to test them before things go live.
My guess is since there has not be any covenant adjusting (just class tuning) then covenant tunining won’t happen for sometime. All I am asking is bring the lower level covenants up, we don’t need to bring the high performing covenants down.
