I think if a guild is running a PUG raid, it’s only fair that they get all the BOEs and materials. That’s how it was back in 2004, too.
They are putting in the heavy lifting, providing the leadership and usually the main tank and best healers, and dealing with organizing a balanced raid.
Whenever I pugged a raid with a guild, I never expected to get to roll on BOEs.
I think that’s fair. Way more fair than me not getting any loot due to GDKP and risking my account being banned for RMT gold.

Again, I wouldn’t have to because I don’t surround myself with that type of company to begin with. This conversation would never happen in my personal life because I surround myself with people that are capable of intelligent thought. Violence is only a concern when someone’s mind fails.
