Update: I accidentally timed an 18 NW at 238ilvl. It was my key and I listed it as 17 but forgot to drop it.
Still getting declined from most 15’s. PUGs are dumb.

238 ilvl is pretty low nowadays - not necessarily for the content, but just in terms of comparing yourself against who else is applying. Most groups would probably take a 238 ilvl tank in a heartbeat if they’ve been waiting around for a while (definitely happens quite often), but if you’re not the only tank applying then you’re likely the lower ilvl/IO score tank getting declined
Which is the point: I’m doing harder content with less gear than most other tanks. PUGs are looking at the wrong numbers.
Maybe, they think only DH tanks will work with their comp.
there could be any number of reasons why one pug doesn’t take you.
those reasons could be completely different than why another one doesn’t.
trying to distill it down to “all pugs are wrong” is just silly.
at the end of the day, the only way to guarantee an invite to any group is to run your own key.
if I’m building a group and need a tank (unlikely, since I am a tank, but even so…) and I am choosing between the 238 tank and the 250 tank, I’m probably going to choose the 250 tank.
I’ll look at their completion rate for the key range I’m in, and sure, that’s a factor, but so is ilvl.
you’re also not running UFR, which is pretty huge on big keys. maybe you logged out in balance gear, idk. edit: oh… yea. I’m dumb. you’re in balance gear. sorry.

Are you though? If a tank with 245+ ilvl and 2300+ io score queues up, what makes you say you are doing harder content? It depends a bunch on who you are queuing up against, which you have no idea about (and neither do I)
I guess a 2-2.5% shift does that. 
I said before and i will keep saying again. Mythic plus was terrible system that was accepted well.
They could make gear system way better then this M+ crap
How is getting into the groups as a healer? I’ve got a holy paladin i want to level for mythic +, as I’m not sure about tanking. Idk if I want to lead a group just yet.

basically effortless, at least as a shaman. i rarely wait more than a couple of minutes for a group. i’m at the point where i’m the one being picky about what i apply to, rather than applying to everything and praying somebody accepts me

They’re pretending there’s an abundance of 2.6k players when in reality we’ve all been waiting 10+ minutes and end up with a tank from one of the unspeakable servers in hopes of just getting it done only to end up with a depleted key.

This is more less your problem. For the pug scene by this point in the season 230+ is generally seen as minimum item level for going over 10 and any rating that isn’t at least Blizzard purple is seen as a gamble.
If you tried pugging as a Ret with that item level and rating your story would be far worse than pugging as a tank.

I wouldn’t invite him, or anyone outside of my guild TBH simply due to crap like what OP is going through. I used to pug, I even got KSM in 8.3 pugging, but it’s gone so far downhill that the most I have done in 9.1 is 3 pugged runs, the rest of my time has been spent with my guild and it’s just so much better to run with people you know.
I’m even happy to run with lower iLVL players from my own guild because at least you know what you are getting. Taking a random, no matter how geared they are or what their rating is, you have no idea what type of player you are getting or what their skill actually is.
And that’s part of why people won’t take his alt, 238 iLVL is a little low for some peoples liking when you pug an M15+.
And yet I’m doing better than 250’s. I ended a 14 with more damage than a 248 hunter as a 236 tank.
