Hello,
I have read forum posts stating that Aluneth's voice will be able to be heard if you were to transmog to the stave. Yet, I cannot get him to speak his sweet awesome whisperings to my ears!
Is this a bug, or is this intentional?
I think Aluneth has been a bit less talkative than in Legion. He does occasionally chime in when summoning food, stealing buffs, invis, or running out of mana. Trips back to Dalaran tend to draw his attention.
Xal'atath has been pretty quiet for my priest. Thal'kiel never once spoke up for the bit of time my warlock used one of his transmogs during BfA.

Early in bfa I had a staff which I xmogged to the base Aluneth look and he talked.
I don't remember him talking in bfa in other looks, like the sheep.

I wonder if this might be the reason. I've split time between the sheep staff and base model during BfA, but I don't remember if he talked while a sheep. Xal'atath has also been the base model, but I don't play shadow that much anymore. nah i use the sheep staff mog and he talks, albeit rarely
He talks for me, not nearly as much however :(

Yeah same here. Got a staff and xmog it to the base aluneth look and got only 2 snarky comments over the next hour. He used to be far more chatty.
I can confirm that Aluneth does talk when transmogrified (and btw you can transmog ANY weapon into a Legion artifact not just the type the original artifact was) it happens far less often, however, because there were a lot of triggers in Legion related to being in specific zones that are obviously not present in BfA.

It doesn't seem to work for wands though. Which, is disappointing. I can understand the triggers, but even conjuring food, or spell stealing, or when you're low on mana - they use to trigger all the time in Legion, and in BfA, they hardly, if ever. Got two remarks in about 30 minute play session. Very disappointing.
Thal'kiel is basically mute. Many of his triggers were based on location. Xal'atath once said delicious. That was nice and Aluneth has been pretty quiet. I'd love to have them jabbering at me.
