What is going on?(Alliance)

With no joke, try to join to the thousand premade teams that alliance do for random bgs, every random bg against alliance, always at least 4 or 5 players are on the same server with coordinate plays and almost the entire team at least 440 pvp ilvl. I want to use merc mode but idk why blizzard disable it, i think a lot of horde players go merc because of this and this result on horde players bg population go down, even until today we have the faction buff.
