Not even once, when playing the original combat rogue did I think, “i really wish i could throw a cup of bones down,” in the middle of a trash pull for some random voodoo buff. It’s always been stupid and terrible. There is nothing ‘rogue’ or ‘outlaw’ themed about voodoo bones. It’s 100% a shamanistic themed ability that defines an entire spec that started more like a blade dancer.

Roll the Bones throws dice, not bones. It is referencing gambling since rogues are outlaw-themed.
