I finally got to renown 12 and have a new quest - Ally of Dragons from ole whatshername Alexsomethinstraza herself. I go to get it and she’s not there. I check the google and other people have the same problem but I didn’t see a solution.
Does anyone know where she’s hiding? Did she go to Starbucks?

Without doing any research, it’s probably a phase problem. Do you have any other active quests dealing with her where you are supposed to meet her at another location? If you deal with those it may phase the area in Valdrakken back to its normal state.

Go to Hall of infusion area. Sometimes she waits there if u have an ongoing quest already on ur quest list.
