The fact that it can be completed in a group is absolutely absurd I’m sorry. Call to arms can’t be done in a raid, why should this one be
Because you need a good way of stopping Horde from forming 5man hunting raids and ultimately preventing Alliance from ever completing the quest.
The CtA quests only require 10 kills and can be reasonably completed solo or in a 5-man. 25 kills is a much taller order, and with the reward being so much better for the Overwhelming Odds quest, Horde can count on there being parties out and about to hunt (where Alliance was largely ignoring CtAs before 8.1), exacerbating the issue.

For the first time, I had to turn WM off because I simply couldn’t get an assault done. I’m really disappointed as I love WM but there’s just no way to get it done today. The horde had such a massive presence that I’m done, can’t do it. I’m not going to sit around and get corpse camped until the assault runs out. I have a screenshot of three corpse campers as well. Good stuff.
Edit: See, when I’m completely wrecking the horde when an assault comes to Kul Tiras, I’ll let people run away with their tail between their legs. Sure, I get that people want to pursue to finish me off, but the corpse camping is just low. I’ll take it as a compliment though.
