I don’t pvp so idk but aren’t there skills that don’t require targeting to move an enemy? AoE fear, Dracthyr tail swipe, etc.? Couldn’t something creative like that just be used to kick the person off the wagon? 
maybe, just maybe, its not actually against tos if no 3rd party tools are being used
