Just because they rock doesn’t mean they’re made of stone. And while they may be shale-low, I wouldn’t take them for granite.

Some of them are a bit underdeveloped in BFA I think because of how split-up they are. Moira and Velen are completely absent for almost all cutscenes but the horde leadership - minus Theron - is much more a “group” in a lot of them. Heck even the cutscene during voljins death had all the horde leadership there.
