So what you’re suggesting is that the AOO quest isn’t about war mode participation; but rather that players are being incentivized to play Alliance, in general, because there aren’t enough players playing Alliance characters.
Because if that’s Blizzard’s justification, I’m literally okay with it.
That said, there are more legitimately impactful means of making wide-sweeping changes to populations, and in-game item incentive is a very surface level and ineffective way to accomplish that.
If there is a deep seeded population discrepancy between Alliance and Horde, it’s a pervasive problem that would be better addressed at the department for creative development.
(You’ll have to excuse my forwardness. I am a blunt instrument.)
Ion pretty much laid it out … only way to balance WM is to chase out Horde players not very interested in WM along with increasing participation of Alliance players not very interested in WM by giving overinflated rewards .
Alliance players are not better at PvP, it’s pretty obvious by the verifiable results in BG’s.

This should be cleared up. Horde racials aren’t amazing this expansion. Hardness/Relentless don’t stack and AT no longer silences.
Fireblood is the best PvP racial, but with EMFH having a long CD, one racial isn’t enough. Everyone stayed Horde.
The AOE racials, Arcane Torrent and War Stomp, are overpowered in large scale PVP. They might be balanced in arenas, where an AOE racial typically only hits one or two opponents, but they’re five times as powerful in larger fights where they can hit 5 or 10 opponents.
Horde got free Ilvl 340s during season 1. As soon as Alliance gets it the Horde needs their diapers changed.

340’s were everywhere and everyone can get them. 400+ was not and only the Alliance can get it, and would have continually got them every week.

Not as abundant but not nonexistent either, you had regular groups in Heroic Uldir and Conquest by then.
Every flight path on Zandalar and the main KT Outposts, as well the Docks and Great Seal of Dazar’alor are camped with 30+ alliance, trying to fight back gets you phased away
Alliance: lol just get good 400 ilvl isn’t even that much of an increase we’ve always put up with this

I have played since vanilla primarily as horde and am seriously considering cancelling and quitting WoW: if there are 2 factions there cannot be such an obvious bias toward one, given the extended existence of the 30% wq quest bonus and the 400 or nerfed to 385 item that horde cannot get, especially since so many people are simply camping fp’s and tortollan wq’s in raid groups to get their “HK’s”.
