This is still bugged as of 1-16

It’s worth noting that I did eventually get it to work. I think I left the zone and came back. When it works it’s really easy (at least on a high level character). You will know almost right away if it’s not working.
Try using the water three times in rapid succession. There is an exorcist joke in here, I think. In any case, I left the zone and came back before it worked, although I think the rapid use of the water is what did the trick. There is no item needed in your inventory for the quest to work.
