It’s even worse than you said. If the Scarlet Crusade has resurrection powers, they could’ve used that as their selling point to recruit, but why didn’t they advertise that before? If they had those that raises further questions like why haven’t other factions said anything about it or tried to harness it themselves? Why haven’t other Light factions made extensive use of them (I’m sure the ARMY OF THE LIGHT under command of a PRIME NAARU would have access to regular, reliable Light resurrection).
The Scarlet Crusade needs wins to be taken seriously but Blizzard seems averse to letting them win anything. The Scarlet Crusade are essentially the targets from a key element of fascist propaganda as noted by author Umberto Eco:

The problem with that is every time we fight the Scarlet Crusade or Onslaught, large swathes of them were being killed, so they were military victories. We didn’t just kill Sally Whitemane, we killed every Scarlet we encountered along the way.
