In general, Instant(Deadly as Assassination)+Mind Numbing for PVE and Wound+Crippling for PVP.
Crippling can be nice while leveling due to some mobs running away, though.
I don’t believe there are many situations you’ll want to use Mind Numbing in PVP. If any. That 70% Shiv slow is really useful in pretty much any situation. 
Crippling can be useful on M+, since it helps the tank a lot when the dmg is too much and its forced to kite.
And in the case the tank dies, it allows the enemies to be finished off by ranged attacks.
In pvp it’s crippling and wound, in pve it’s crippling and lethal
pve usually crippling leathal, some occasions mind numbing is good for shiv enrage soothe.
