Use the past relationship with the blood elves to justify the naga. It’s not necessarily the fact that the naga belong in the horde or the alliance but whatever faction the blood elves find themselves in.
The naga were the blood elves first true friends and Silvermoon might not be here if it wasn’t for the naga.
The blood elves should repay this immense debt by offering them refuge in their waters and access to the sunwell to sate their hunger.

How about a faction-neutral race (Eg: pandarian) that is a humanoid reptilian? A hybrid of sorts.
I’ve always said that one day the Gnomes will rise up against the world as the next super villains of Warcraft because they’ve been treated so badly by the other races. They plot to take back Gnomergon with the help of the aquatic Naga by tunneling under the sea into their home base, and their ultimate goal is to take over the world! A new Naga/Humanoid hybrid race who are faction neutral would fit right into that narrative.

Kozarath - this is actually a legit idea - they have Naga in the game, and some people actually would not mind if they were playable.

The Naz’dorei concept would be a real easy way to add some playable naga. It solves pretty much all of the “problems”.
I wouldn’t mind if they came up with some story reason similar to that for them siding with the blood elves though.
An Elune worshipping sect that broke off from the others ages ago due to Azshara, and want to reconnect with their former kin works for me. Also already have some shape changers as part of the alliance so fits that part as well, heck go ahead and bring in the night elven worgen as well.

They should have been added by now, it’s odd with the way the story has gone, that they haven’t been.
Anyone can water-breath. Just get the kalu’ak fishing pole. The new equipment system in DF makes it so your fishing pole is permanently equipped, so you have permanent water breathing once you equip that fishing pole.
Kind of broken but I’ve been enjoying it.
what do you mean it is broken and does it increase swim speed?
The lizards have horrible mog options, but I think that the Naga would be even worse.
