Account wide faction consolidation - did it go live?

To expound on this:

If you played a character in Vanilla/TBC/Wrath that became exalted with all of those factions, then changed mains in Cata and became exalted with those reps from there on out, they all count towards the meta for your whole account.

Wait you mean all the old reps are going account wide instead of character only? Even if its toons you havent touched in 10 years?
