Unfortunately the RaF program is still on hiatus. I believe some parts of it have hit the PTR (or been data mined at least) but it’s not back in game yet

Can I get instructions for creating a new account On a computer that the game is already installed on? When my friend tries to make an account it just brings up my battle net info. And create a new account is not an option
If your friend uses the desktop launcher and chooses to Log Out, it should give them this:
They just need to choose the option for “Create Free Blizzard Account”. It will ask for their name and details to get their account setup
