The Night Fae is Dreamweaver and I really question the idea of making a soulbind the arbiter, unless the plan is for an Arbiter type council made up of representatives of the four main covenants who decided where the souls will go. After all Blizzard has taken a liking to councils lately.
Iâm thinking Bolvar for a familiar role from him, Sylvanas, or Arthas will end up becoming the new Jailer of the Damned as a final atonement for their sins.
Iâm rather glad to not see Veânari on that list. I wondered about her since Blizzard has made former allies enemies, like the Klaxxi Paragons from Mists. Though I think her story arc, should she have, in 9.2 would be seeing the Enlightened and questioning if the knowledge she long sought is worth it considering how they were changed by it.
Perhaps one of the unknown names will be a reforged Nathanos? Alternatively Nathanos could end up being on the final targets of the questing campaign before the final three bosses of the raid.

Thatâs possible and it would make sense to install a temporary Arbiter to help funnel souls to both their proper afterlives and guide souls out of the Maw. Though if is temporary it does the question of who would take over from him. Perhaps a council or a system where each of the main covenants have a turn as the Arbiter? That would be one way to prevent the machine of Death from breaking down again.
My theory is that the Arbiter helm contains the wisdom of the First Ones which allows for him to properly pick where souls go. Being a somewhat new Kyrian who has seen the problems they have, he knows the flaws of the system and can correct them if need be.

That would work but it still raises the question as to why Pelagos would be chosen over potential characters to become the Arbiter. The more I think about it, wouldnât make more sense for Tal-Inara, the Voice of the Arbiter to become the new one.
